TRICIA MIRABELLE
Tricia Mirabelle joined the Pflugerville Police Department in October of 2007 after working as a State investigator for 5 years conducting child abuse and administrative investigations. In her time with Pflugerville Police Department, Mirabelle has moved through the ranks all starting with a simple goal of helping children. Mirabelle spent 4 years investigating crimes against children prior to promoting out of the division. Mirabelle now directs her passion for helping children to Blue Guardian of Pflugerville where she acts as a president and board member of the non-profit organization. Blue Guardian of Pflugerville is a mentorship program that strives to enhance emotional, psychological, and physical well-being of at-risk youth to help them cope and heal. Mentorship is created through education and group participation which fosters self-confidence, self-respect, and builds a foundation of trust with law enforcement. Blue Guardian also raises funds in support of the community as well as other non-profit organizations. Mirabelle served on the Women’s Leadership sub-committee for the Texas Police Chief Association (TPCA) as she knows how powerful mentorship truly is and hopes to help guide and motivate others. Mirabelle has spent time supervising Patrol, Criminal Investigations, Internal Affairs, K9, Street Response, Highway Enforcement, CVE, Training, Hiring, and Recruiting. Mirabelle was named as Pflugerville’s first female commander in November of 2018 and continues to learn through mentorship and guide through leadership. Mirabelle has a Master's degree in Leadership and Management in Criminal Justice from Sam Houston State University. She graduated from the Law Enforcement Management Institute of Texas (LEMIT) Leadership Command College (LCC) in October of 2020. Mirabelle received a national certification for Internal Affairs Investigations through the Legal & Liability Risk Management Institute in November of 2021. Mirabelle was appointed by Governor Greg Abbott to the Texas Municipal Retirement System board of trustees in April of 2024.

TED WILL
Ted J. Will, CPP®, is a security operations and supply chain risk management leader with more than 30 years of experience across military, law enforcement, and corporate environments. He currently serves as Security Operations Manager with TransPak, supporting transportation security across the company’s logistics operations, including the safe and compliant movement of high-value loads, carrier and vendor vetting, risk mitigation, operational and physical security standards, SOP development, after-hours escalation protocols, and supply chain security programs aligned with TAPA and CTPAT standards.
Ted began his career in the U.S. Army Military Police Corps, serving on active duty and in the Army Reserve before retiring as a First Sergeant after 19 years of service. He later served for 16 years as a Police Officer with the Lancaster City Bureau of Police in Pennsylvania, where he earned the Barton S. Kent Life Saving Award and the U.S. Congress Law Enforcement Purple Heart.
He has also held security leadership roles with Cencora, Sensitech, Overhaul, Samsung Electronics America, Meta, and Amazon, specializing in supply chain security, physical security, investigations, and global risk management.
Ted holds an Associate of Applied Science degree in Criminal Justice, has completed coursework in Organizational Leadership, has been a member of ASIS International since 2006, earned the Certified Protection Professional (CPP®) designation through ASIS International in 2023, and holds Texas Level II, III, and IV private security licenses.
Outside of work, he enjoys mountain and road cycling, kayaking, hiking, and spending time outdoors with his family.
